Italian mobile operators – network coverage, speed, prices

Italy is rich in telecommunication networks and offers a strong and stable connection. The top 3 major Italian mobile operators are TIM, WindTre, Iliad, and Fastweb + Vodafone (Vodafone Italia and Fastweb merged into one operator in January 2026).

According to Statista research, in 2023, WindTre had the largest 24.6% market share. It was followed by TIM and Vodafone with 24.1% and 21.7%, respectively. Iliad had 13.7%, and FastWeb 4.7%.

Alongside these operators, travellers can use digital SIM services from international providers who leverage capacities from local networks. Italian mobile market overview

According to the Speedtest Global Index, in May 2026, Italy took 52nd place worldwide. The average mobile download speed was 94.00 Mbps, upload 11.74 Mbps, and a delay time of around 31 ms. These metrics mean that users can have a steady 4G connection in almost any part of the country.

The national Strategy for Ultra Broadband supports the rollout of 5G in the country as part of the Digital Connectivity Plan. Public investment focuses on filling coverage gaps in rural areas. For 2025, they have allocated €2.02 billion to cover zones where private Italian mobile operators are not investing. Together with Plan Italy 1 Giga, which aims to deliver 1 Gbps to 8.5 million households by 2026, these two programs made 5G available to 90-95% of the population.

For travellers, it means 4G and 5G coverage in all cities and tourist regions, as well as on popular transport routes. However, remote villages and mountain areas still can have weaker service.

Top 5 mobile operators in Italy

Italy’s mobile market is dominated by five providers: TIM, Vodafone, WindTre, Iliad, and Fastweb. They differ in coverage, speed, and pricing, and each has a specific role in the market.

TIM

TIM is the oldest and largest operator in Italy. It is known for its extremely wide 4G coverage and stable infrastructure, covering even remote rural areas, mountains, and islands. According to Opensignal, it ranks high in availability, often tied with Vodafone or Iliad.

The company has heavily invested in connection stability and VoLTE. Independent tests show average speeds of 98.9 Mbps and latency around 28 ms (SpeedGeo research 2025).

Beyond mobile, TIM’s unique feature is its complex offers for home Internet, TV, and business services. For travellers, its prepaid deals start from €14.99 with 200 GB of 5G data and unlimited calls. Cheaper youth-oriented plans such as TIM Young begin at €7.99, with unlimited calls, SMS, and data.

Vodafone + Fastweb

Vodafone is known for fast internet and reliable service in most cities and tourist resorts. The network provides stable 4G and expanding 5G.

According to Opensignal, Vodafone leads in several quality categories, including download and upload speeds. SpeedGeo tests show 79.2 Mbps speed with 40 ms latency. 

Vodafone also has an international presence, great roaming options, and a well-known brand image. Due to its innovations, eSIMs, and affordable roaming, it’s quite popular among travelers.

For visitors, the cheapest plan costs €11.95 per month. This includes 200 GB of 5G data, 200 texts, and minutes in Italy and to more than 40 countries. There is also a travel solo online (data only) package for €23.95. It covers 300 GB in Italy and 31 GB for European countries, which makes it very popular for people frequently moving between EU countries.

Fastweb

Fastweb started as an MVNO (mobile virtual network operator) on Tiscali’s network but became a full operator after a 2020 joint investment agreement with WindTre. It provided 5G services only in major cities, including Rome and Milan, and combines them with its fixed-line business. In January 2026, it merged into one company with Vodafone Italia.

Independent tests showed average download speeds of 81.4 Mbps and latency around 48 ms (SpeedGeo 2025). Coverage was stable in urban areas, where the provider used both its own infrastructure and partner towers.

The company stands out for its convenient integration, competitive tariffs, and reliable corporate reputation. A unique feature is its strong presence in the fixed-line Internet market (fiber-optic network), which allows it to offer Triple-Play services (Internet, TV, mobile communications).

Fastweb has separate plans. It offers triple-play services that combine mobile, home internet (fiber), and TV. For mobile users, prepaid plans start from €9.95, including 150 GB of data, unlimited calls to mobile and landline numbers in Italy, and 100 SMS.

WindTre

WindTre was created by merging two telecommunication companies, 3 Italia and Wind Telecomunicazioni, on December 31, 2016. This way, it has inherited one of the largest mobile network infrastructures in Italy. Now its strengths are affordable price and large data bundles.

The provider focuses on family deals, tariffs for youth, and fixed Internet packages. Although the Internet speed (72.7 Mb/s) is slightly lower than that of TIM or Vodafone, WindTre is often chosen by those who want to save money. The latency is 48 ms.

WindTre has deals for tourists for €24.99. This includes 100 GB of 5G data, 100 Minutes to 53 countries, unlimited calls within Italy, and 19 GB in the EU. Paying €34.99, you will get 200 GB in Italy and 32 GB across Europe.

Iliad Italia

Iliad started operating in 2016 and quickly gained popularity with simple fixed-price plans without hidden fees. It helped Iliad to quickly become a favorite among the youth and tourists.  SIM cards are quite easy to purchase – they are available in vending machines and shopping centres.

The operator is actively expanding its own network, but is still partially using WindTre’s infrastructure. The provider has 49.9 Mbps download speeds with a 55 ms latency on average (SpeedGeo 2025). This is lower than TIM or Vodafone but stable for everyday use.

Iliad’s main strength is price. You can get a plan starting at €9.99. This includes 200 GB and free unlimited calls and texts. This is one of the most affordable offers on the Italian mobile market.

Iliad, TIM, Vodafone + Fastweb, WindTre: what to choose?

According to the Opensignal analysis from December 2025, it is clear that Vodafone has become the undisputed leader. It won 9 nominations out of 12. Here’s how Italian mobile operators compare across the main 5G categories.

5G availability

WindTre scored highest in 5G availability, meaning users could connect to 5G in more locations across the country. Vodafone and Iliad followed closely, while TIM and Fastweb were behind.

5G coverage experience

Vodafone and Iliad shared the lead, with strong coverage scores across metropolitan areas such as Rome, Milan, and Turin. WindTre also performed well, ensuring steady service outside major cities.

5G voice experience

Iliad ranked top in voice app performance, scoring 82/100, ahead of Vodafone. This reflects clearer call quality and lower drops when using WhatsApp, Skype, or similar services.

5G download speed

Vodafone was the fastest operator, with an average 5G download speed of 231.3 Mbps. TIM and WindTre trailed behind, while Iliad showed solid results but not at Vodafone’s level.

Overall picture

Vodafone dominates in speed and service quality, Iliad is pushing ahead with 5G innovation, WindTre ensures broad availability, while TIM and Fastweb currently deliver a weaker mobile user experience.

Italian MVNOs

Along with the major operators, Italy is also one of the largest MVNO markets in Europe. The MVNOs lease network capacities from TIM, Vodafone, or WindTre. Competition is high, so these carriers provide:

• Lower prices for calls and Internet;
• Simple and transparent plans with no hidden fees;
• Flexible terms, often with no contracts or long commitments.

For budget users or short-term stays, MVNOs can be a good alternative to the big five networks. Popular brands include the following.

These providers often use Vodafone or WindTre’s networks, so coverage is reliable in cities and along main roads. In rural or mountain areas, performance can be weaker than with TIM or Vodafone directly.
