Bari and Puglia, specifically
- Bari Vecchia and the seafront: Good coverage. The old town's lanes are tighter than the new city's grid and drop briefly in places, though nothing like Venice.
- The ferry port: Covered across the terminals - useful, because the departure gates for Greece, Albania and Croatia are spread out and poorly signed.
- Alberobello and the Valle d'Itria: The trulli towns are covered. The country lanes between them are fine, which matters because they all look the same and the signage is minimal.
- Polignano a Mare and the coast: Solid along the coast road and in the towns. The cliff coves below Polignano can shadow briefly.
- Gargano and the far north: The peninsula's forested interior is the patchiest part of the region, and the Tremiti islands crossing loses signal.

Where to buy a SIM card in Bari?
Operator shops along Via Sparano and in the malls, plus a counter at the airport. Passport required for registration. Straightforward compared with the islands - Bari is a working city rather than a resort.
Does the plan work on the ferry to Greece or Albania?
Near the ports at either end, and not in between. More to the point, the destination matters: Greece is a separate plan though also in the EU, while Albania and Montenegro sit outside the EU entirely, so roaming terms there are nothing like the ones you have in Italy. Sort out the onward plan before you sail.
Is Matera covered? It is not in Puglia.
It is in Basilicata, an hour inland, and yes - it is on the same Italian plan. The sassi cave dwellings are stone-cut and drop signal inside, much as you would expect, but the town above is covered.
