Italy runs about 93 Mbps and sits 51st, and Venice is adequately rather than brilliantly served - a UNESCO-protected city of stone and water is a difficult place to put up masts. All three operators reach it; the problems here are geometry and crowds.

Venice, specifically
- San Marco, Rialto, the Grand Canal: Covered, and busy. The open water of the canal actually helps: signal carries where there are no buildings in the way.
- The back calli: This is the real issue. Venice's alleys are often a metre or two wide with four storeys of stone either side, and signal drops to nothing in the deeper ones - exactly where you are most lost. Cache the map. Venice defeats live navigation more thoroughly than any other European city.
- Vaporetto and the lagoon crossings: Fine on the water. The runs out to Murano, Burano and Torcello hold signal, and the islands themselves are covered.
- Acqua alta: Autumn and winter high water floods San Marco and the lower calli. The MOSE barriers now close for the worst of it, but flooding still disrupts the vaporetto routes, and the network is not what fails - the walking routes are.
- Peak crowds: Venice takes enormous day-tripper numbers and levies an access fee on the busiest days. Around the Rialto and San Marco at midday, uploads slow. It clears two bridges away.

Where to buy a SIM card in Venice?
TIM, Vodafone and WindTre have shops near the station and off Strada Nova. Italian law requires the line to be registered to an identified person, so bring your passport - and note that Venice shop prices and Venice queues are both worse than the mainland's.
Why does my map keep failing in the alleys?
Because a two-metre alley between four-storey stone buildings is close to the worst case for mobile signal, and Venice is made of them. Data returns the moment you reach a campo or a canal. The practical answer is to download the map for offline use before you arrive - everyone gets lost here, and doing it without a working map is worse.
Does the plan cover Murano and Burano?
Yes, and the vaporetto rides between them. The lagoon islands are part of the same network, so nothing changes when you leave the main island.
