Where to buy a SIM card in Los Angeles?

AT&T and T-Mobile have kiosks in the Tom Bradley terminal at LAX, at roughly $35-60. A Target or Best Buy in the city will be considerably cheaper. An eSIM skips the detour.

Is ID needed for a US prepaid SIM?

No federal law asks for it. A clerk may want a ZIP code for a form field; anything valid works. An eSIM skips it.

Will navigation hold up on the freeways?

Yes. The 405, 101, 110 and 10 have continuous coverage, so routing and live traffic keep working through congestion. The canyon roads are the exception - Topanga and the Angeles Forest lose signal within a few minutes of leaving the valley floor.
